Any solution that utilizes services and adheres to the service-orientation paradigm can be considered "service-oriented". The extent to which service-orientation is realized typically determines the measure to which a "true SOA" is eventually created. If the services in your example are a peripheral part of a larger RPC-centric solution consisting of a collection of tightly bound components with little reuse potential, then it would likely not have realized service-orientation to a degree sufficient enough to attain some of the more strategic benefits associated with SOA.
