Web services really do not solve the BPA problem, just provides application service-based access to remote applications, rather than information which is the predominate approach today.
I'm not sure I understand the second part of your question, but I'm assuming that you are referring to the lack of standards for BPA. Indeed, however, there are a few promising standards emerging including ebXML for B2B collaboration. There are a few emerging around Web services, but it's going to be sometime before a single standard exists. This is the fundamental challenge for application integration moving forward.
