Linking two XML files without XSLT

Is there a way to "link" two XML files without using XSLT? I want the value for an element in the first XML file to pull in a value from an element in a second XML file.
This can be done with many of the XML processing programming paradigms e.g. SAX, DOM. Standalone XPath implementations can also be very useful for this sort of application.
