Beyond the "usual suspects" (e.g. UML tools, etc.), there are a number of specialized tools for use with XML and Web services. For examining, managing, and transforming with XML schemas, some examples of tools are Altova XML Spy and Contivo VMS. For expressing and executing business logic, the primary "language" is BPEL, for which many vendors have tools (these tools often incorporate schema tools as well). Of course, BPEL isn't just a language to describe services, it's actually more like a graphical programming language for building services.
