What is needed to implement a Web services application?

I'm fairly new to Web services. What is needed to implement an application? Do I need Java, a UDDI directory...?

Web services, at a minimum, need WSDL for the interface definition, SOAP for communications. You don't need Java, and UDDI only if you need a directory, some place to register and discover WSDL to interact with a remote Web service.
