With data services, the value comes from the ability to loosely couple services and applications with the underlying database. This helps to enable agility, which represents the ability to change the database without affecting processes, services and applications.

Measuring agility involves several key metrics, including the degree of change over time, the ability to adapt to change and the relative value of change. The degree of change over time represents the number of times that an organization changes, or is expected to change in the future, in order to address new missions. The ability to adapt to change represents the relative ease of introducing new capabilities. The value of change reflects potential money made or saved as a result of changes.
